Bulk is used to protect the photodiodes from damage. When photodiodes are continuously reverse-biased, the maximum voltage they can withstand is 60V. When the photodiodes are reverse-biased, the voltage should never exceed 60V. The current in a photodiode is 200pA even when there is no light input.
